Senior Technical Writer / Analyst
Openings for senior technical writers/analysts in support of a large Veterans Affairs (VA) Department Task Order. 

This position requires the ability to obtain an ADP II Clearance which requires US Citizenship. 


JOB DESCRIPTION/SCOPE: The candidate will be a member of a team dedicated to the analysis, development and use of a large historical data repository (HDR) and a large administrative data repository (ADR). HDR will serve as the authoritative data store for clinical data from all VistA sites. Healthcare providers will use it to facilitate longitudinal patient-centric care, storing patient-centric clinical data in a computable format that can be used by other applications for analytical purposes. HDR will:
Serve as a primary source for patients’ legal medical records
Enable generation of clinical reports based on the entire clinicalυ holdings of the VA
Serve as a platform for new and reengineered HeV applications
Serve as a platform for patient self-access to medical records
Support standardization among DoD and other government and privateυ industry clinical databases through the creation of a standards-based database.
ADR is envisioned as an enterprise-level transactional database that forms the core of several VA administrative and policy-related applications, such as identity management, data quality, demographics, and eligibility and enrollment for all enumerated persons. Scope: ADR will provide an authoritative data store for shared administrative, demographic, and eligibility information.  ADR/HDR DMI will transform and load legacy and partial MPI data into ADR.
The candidate will provide technical writing support for the VistA Repositories Program suite of software packages and associated application modernization efforts in a manner consistent with VHA business, health care and software development practices. The candidate will provide support in acquiring, analyzing, documenting and managing software development specifications that form the basis for developing the VistA Repositories Program. The candidate will provide technical writing support taking care to mitigate foreseeable risks and avoid any potential interference with VHA business and other development efforts taking place concurrently.
REQUIRED EDUCATION/SKILLS: Bachelor's or master’s degree with emphasis in communications, English, media, technology, or a related field. Minimum five years of experience as a technical writer. Demonstrated ability to:
Perform research necessary to discover the technical writing deliverables required for a given assignment and the needs those deliverables must satisfy, including product goals, technical issues, specific details about the product being documented, and any specialized technical skills the project will require.
Determine the specific deliverables indicated to satisfy the technical writing support needs of a designated project by coordinating with project managers and staff, reviewing existing documentation and documentation policy, examining the product itself, and interviewing stakeholders and subject matter experts identified by the customer.
Analyze information relative to the deliverables requested, the organizational documentation methodology, and project-specific considerations to determine constraints, unusual technical skills, and other factors that will affect how the documentation is created and delivered.
Develop and communicate to the VA project manager or his or her designee a technical writing support plan that describes the products and timeframes anticipated to satisfy the technical writing support need. Depending on the complexity of the assignment, the candidate shall produce a brief or detailed plan that will include such elements as a description of deliverables, the projected size of each artifact, a detailed schedule, and a workflow description of the proposed approach.
Study drawings, specifications, mockups, and product samples to integrate and delineate technology, operating procedure, and production sequence and detail and select photographs, drawings, sketches, diagrams, and charts to illustrate material appropriate for inclusion in technical writing deliverables.
Create a high-level outline that describes the general content of the artifacts to be produced. As an example, the high-level outline for technical documentation may include formatting (i.e., document template), chapters, and sections; for a help system it may include topics and sequence.
Create a detailed outline that corresponds with acceptance of the high-level outline and expands on the subtopics, focus, and estimated document length for artifacts to be produced
Finalize technical writing artifacts for delivery in the medium indicated (e.g., publishing, document repository, web page, referral to artifact consumers) in accordance with acceptance of mature draft artifacts.
Provide other technical writing services to include scheduling of conference lines, Web-based meetings, and meeting locations, preparation of agenda/meeting materials, taking of minutes, distribution of post-meeting documentation/materials to current project personnel, and timely posting of materials to applicable websites and/or repositories, such as SharePoint, Perforce,  and TSPR.
Perform maintenance of existing technical writing artifacts to improve the accuracy, currency, and readability of documentation.
Produce artifacts that demonstrate knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
Use Microsoft Word, Adobe Acrobat Professional, Photoshop, and Illustrator
Use configuration control procedures and experience using a shared document repository for this purpose
Ability to understand and explain technical concepts in clear, understandable language.
Write and edit clear, concise clinical documents compliant with FDA and ICH guidelines
DESIRED SKILLS: Knowledge of configuration control procedures and experience using a shared document repository for this purpose.  Minimum of 3 years of experience in web design and development. Strong presentation skills, mastery of PowerPoint and Excel.  Experience or strong familiarity with Primavera Project Management system, including the Primavera Team Play module.
